The Chairman, Cllr Yonge opened the meeting and then resigned his position.

 

8.001 ELECTION OF CHAIRMAN

The Clerk asked for nominations for Chairman.

Cllr Baldry proposed and Cllr Robbins seconded that Cllr Yonge be re-elected as Chairman. This was voted unanimously. Cllr Yonge took the chair.

 

8.002 ELECTION OF VICE CHAIRMAN

Cllr Yonge asked for nominations for Vice Chairman. Cllr Robbins proposed and Cllr Ebbutt seconded that Cllr Baldry be re-elected Vice Chairman. Passed unanimously.

 

8.003 ELECTION OF COMMITTEES & OUTSIDE REPRESENTATIONS

Cllr Yonge proposed that

a) The Planning committee would consist of all Councillors except Cllr Baldry. Cllr Tucker to remain as chairman.

b) All other nominations be held over to the June meeting as the Clerk needed to check on some small legalities.

The proposal was seconded by Cllr Baldry and passed unanimously.

 

8.004 ELECTION OF AUDITOR

The Clerk has spoken with Mrs Jane Hayward who is prepared to stand again.

Cllr Tucker proposed and Cllr Ebbutt seconded that Mrs Hayward be appointed Auditor. Passed unanimously.

 

8.005 APOL OGIES

8.006 POLICE MATTERS

The Clerk read the emailed report from PC Nolan:

a)On Wednesday 23rd April a 14 year old girl was sexually assaulted by a male offender who fondled her breast. A male has been arrested for the offence.  He received a Police caution, and has been placed on the Sex Offenders Register.

 b)Overnight between Thursday 1st May and Friday 2nd May, a Ford Fiesta parked in Yealm Park had a rear window smashed by unknown means.  No attempt had been made to enter the vehicle.  There are no suspects at this time.  The vehicle was further damaged overnight  between 11/05/08 - 12/05/08, when another of the  rear windows was smashed.

 c)Between Sunday 4th May and Monday 5th May, a blue motorcycle which had been secured by way of a chain and steering lock was stolen..  At this time the vehicle is still outstanding.  There are no known suspects at this time.

 d)Overnight between 11/05/08 - 12/05/08 a blue Ford Sierra was parked in Yeo Park, and had a rear nearside window smashed. No attempt has been made to enter the vehicle.   e)Overnight between 11/05/08 - 12/05/08 a red Vauxhall Astra was parked at Yealmbridge, when a rear side window was smashed. No attempt has been made to enter the vehicle.  There are no suspects at this time.

 

It is a little disturbing to note that a trend seems to be developing with regard to criminal damage to motor vehicles.  I will make officers at Ivybridge aware, in order for increased patrols to be carried out.

 

Cllr Baldry advised that he had received a complaint about obstructive parking in front of parking bays at Yeo Park. The Clerk to contact PC Nolan.

Cllr Baldry reported that he had been to a Police Liaison meeting o 21st April.

Cllr Baldry reported that the 20mph speed limits were enforceable but not by fixed penalties.

 

The Clerk read out a letter from DCC regarding the speed limits in Yealmpton. There is a problem with adequate legal signage and DCC propose to remove the 20mph limit on Bowden and Yealmbury Hills in order to create an official enforceable 30 mph limit on the A379 through the village. The Clerk was asked to write to DCC to ask for their proposal on a new limit to the East of the village to be adopted (with copy to Cllr Mumford).

 

8.007  DISTRICT & COUNTY COUNCILLORS REPORT

County Councillor. Cllr Mumford emailed report was read by the Clerk:

a)      The meeting regarding 'cleaning up the village' has yet to be set up.

b)      Discussions continue between Sustrans and the landowners.

c)      The site of the potential A379 footpath has been revisited. Costs awaited.

District Councillor Yonge. Cllr Yonge reported that:

a) That congratulations were due to Cllr Yonge who had been elected as one of the first South Hams Aldermen.

b) That Basil Cain from Brixton had been elected as Chair at SHDC.

c) That in spite of all the various objections to the Sherford Plan, it had been approved by the Development Committee and ratified by full Council.

d) A total of 12 Local Government review concepts have been sent to the Boundary Committee. We await the outcome on July 7th from the Committee.

COUNCIL IN SESSION

 

8.009 DECLARATIONS OF INTEREST AND GIFTS

 

Cllr Robbins expressed a personal interest in 10.5 (Sustrans).

 

8.010 MINUTES OF THE APRIL 14th  PARISH MEETING

After a minor amendment ,it was proposed by Cllr Tucker and seconded by Cllr Robbins that the minutes of the April 2008 Parish Council meeting be signed as a true record. Carried with 3 abstentions.

 

8.011 CHAIRMAN'S REPORT

1. Cllr Baldry reported that the Affordable Housing Group was actively pursuing a wants/needs list and a report would be available for the June meeting. Cllr Yonge is to meet with Kitley Estate and Persimmon Homes regarding the allocation of affordable homes to local people.

2. Cllr Oldman requested a postponement of the discussion on the multi use sports facility until June. Agreed.

3. Cllr Robbins advised that the Emergency Plan for Yealmpton had been presented at the Parish Annual Meeting in April. The meeting was well attended (46). Work continues on the next phases of the plan. Devon Social Services, the local Primary Care Trust and Yealm Medical Centre (YMC) had taken place to discuss emergency planning for heat waves. YMC had agreed to identify parishioners most at risk. It is proposed to hold an "Activation Exercise" in the Autumn with Councillors and a "Familiarisation Exercise" with volunteers.

Cllr Ebbutt asked if prolonged power cuts had been considered as an emergency. This to be reviewed.

4. After a short discussion on time limits for Open Forum sessions, it was agreed that no time limits will be set.

5. Cllr Robbins advised that negotiations between Sustrans and Kitley had been ongoing for 12 months. Kitley have agreed for a presentation to be made to YPC

6. A SHDC local parish "cluster group" will be held at Ivybridge on May 20th. Cllr Yonge will attend.

 

8.012. PLANNING MATTERS

Cllr Tucker advised that there were no new planning applications this month.

An outline Application for Sherford was received on April 25th asking for comments within 21 days. No supporting documents were sent by SHDC as the application was a repeat of 49/2426/06. Council will make comments as previously regarding the effect on the A379 both into Plymouth and out to the coast.

Council were very disturbed to hear that SHDC  Development Committee had approved this application on April 23rd and ratified by full Council on May 8th , both before their timescale for comments from this Council. The Clerk was asked to write to SHDC expressing concern about the breakdown in democratic government.

8.013.  FINANCIAL MATTERS

Cllr Ebbutt proposed and Cllr Tucker seconded the acceptance of Annex B. Agreed unanimously.

 

8.014. COMMITTEE REPORTS

 

      WORKS  - Nothing to report

FOOTPATHS – Cllr Robbins spoke about the potential A379 foootpath to Brixton. After some discussion, it was agreed that Council would write to Kitley Estate to confirm our support of this project for either a Public Right of Way or a Permissive Path.

The Clerk confirmed that Brian Taylor had been awarded the contract for strimming paths 18, 28 and 33 following a tender exercise.

8.015. CORRESPONDENCE

 

The correspondence file was circulated to Councillors.

 

The meeting was declared closed at 8.59 pm.

 

8.016.  DATES

Next Parish Council meeting is on Monday, June 9th  2008 at 7.30 p.m. in the

Yealmpton Community Centre.
